This technique is the Twister Neck Crank Submission.  Neck cranks are illegal in most forms of competition because of the danger of herniating discs in the neck.  This was originally the wrestler's guitine, but was renamed by Jean-Jacques Machado because of the way in which Eddie Bravo pulled it off.  It started from traditional side control, then Eddie would secure the far leg with his legs and roll over while controlling the other leg with his hands.  From here there were many leg lock submissions available that are quite useful, and the opportunity to transition to your opponent's back.  Once Eddie got hold of your arm he could slide into position to lay on it, and go for his favorite submission.  This was made an illegal move late in Eddie's competitive career, and is very important to his development as a wrestler as it was all he knew how to do early on, but for today's submission wrestlers it is simply a neat trick that will never be used.  That's not to say however that his leg locks and ability of getting on your back are not useful.
